Digital PSC and POS: Keeping Construction Safety Plans Updated Without Constant Reprinting
The Piano di Sicurezza e Coordinamento (PSC — Safety and Coordination Plan) and Piano Operativo di Sicurezza (POS — Operational Safety Plan) are mandatory safety documents for Italian construction sites under D.Lgs. 81/2008. They require constant updates as projects evolve, creating a relentless cycle of reprinting, redistribution, and version confusion.
The Legal Framework
PSC is prepared by the Safety Coordinator in Design (CSP) and applies to sites with 20+ simultaneous workers, 500+ man-days, or specific high-risk activities (D.Lgs. 81/08, Annex XI). POS is prepared by each executing company. Fines for non-updated documents: €2,000-10,000 with possible imprisonment under Articles 157-159 of the decree. Having outdated documents is legally equivalent to having none.
